Basic Purpose of the Job:
Under general direction, the Director is responsible for the day-to-day operations of the Animal Shelter, oversight of general Animal Control Operations and budget, compliance with laws, regulating animal treatment, welfare and confinement, and direct supervision of the Animal Control Supervisor and technicians. Will perform Animal Control Officer duties.

Physical Requirements and Work Environment:
Ability to lift and/or move 50 + pounds frequently, over 75 pounds occasionally. Must be able to withstand contact with a variety of cleaning agents including bleach. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl. Must have the ability to perform relatively strenuous physical activities. Hand/eye coordination for operation of personal computer; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Environment includes frequent exposure to outside elements, chemicals, and drugs, with walking and driving in inclement weather. Subject to many interruptions and pressure due to multiple calls and inquiries. Must be able to remain calm in stressful situations; be able to cope with and work with irate citizens and dangerous animals.

• Respond to, investigate and resolve citizen complaints of Animal Control issues in the City of Montrose.
• Impound stray, vicious, nuisance and abandoned animals.
• Investigate cruelty to animals and nuisance complaints and determine the appropriate course of action, compile and complete detailed daily reports.
• Respond to and facilitate large animal rescue, remove and dispose of all deceased animals from roadways.
• Issue summons and complaints or penalty assessments to suspected offenders and prepare documentation for first appearances in court including appropriate sentencing recommendations. Prepare documentation for court trials and testifies in court.
• Act as a liaison to resolve neighborhood disputes concerning animal control issues and actively participate in community policing projects.
• Present educational programs for local civic organizations, schools and law enforcement agencies.
• Prepare and monitor annual budget including justifications. Prepare Departments Annual Report.
• Oversee operations at the Montrose Animal Shelter daily and as needed. This includes cleaning cages, answering phones, helping with adoptions, relinquishments, reclaims, intake health exams, daily medical treatment, euthanasia and completing associated paperwork when needed.
• Oversee various shelter sponsored clinics and activities such as vaccination, licensing and spay/neuter clinics as well as tours and presentations. Ensure transport of animals to local veterinary clinics.

Minimum qualifications & Requirements

Job Requirement:

• High school diploma or general education degree (GED). Must be age 21 or older.
• Required to attend yearly training to uphold certification, may require out of town travel. Follow designated animal control safety guidelines. Is knowledgeable of current animal control regulations, laws and ordinances and stays informed of health issues, new laws, and animal control methods.
• Knowledge of the Police Department's radio system capabilities and interactions with other software applications.

Licensures & Certificates(must be active and current.)

• Certified Animal Control Officer from the Colorado Association of Animal Control Officers, or the ability to become certified within one year of hire date.
• Must be certified in ICS 100, 200, 700, 800, and have a good understanding of Emergency Management and Disaster Relief.
• Current Colorado driver’s license with acceptable driving record.
• Must maintain State CAACO certification, Taser, Extendable Asp, shotgun, less lethal shotgun, and OC certifications
