Pay Range
$104,370 - $135,192 Annually for the H04.3 level
$125,160 - $162,120 Annually for the H04.4 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a DOT Training Program Manager/Coordinator in the Safety Education & Training Office (SETO) within the Environment, Safety, and Health (ES&H) Directorate to provide a full range of services, such as developing courses, planning, scheduling, publicizing, tracking, evaluating, and coordinating new and existing Department of Transportation (DOT) related training programs and courses. You will partner with our institutional customers, external consultants, vendors, instructors, colleagues, and management throughout the training process, focusing on identifying appropriate training, tracking and reporting completion of trainings, and managing the day-to-day activities of an institutional functional area training program. This position will be matrixed to and located full-time in the Packaging and Transportation Safety Functional Area (PTSFA).
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Manage the operational aspects of the DOT training development program, including the collaboration on vendor contracts, tracking project budgets, and communicating the scheduling of open enrollment of DOT courses for on-site and virtual classrooms.
- Execute institutional DOT training programs, including independently creating, managing, and maintaining spreadsheets, databases/dashboards to track completed trainings and feedback on course and instructional effectiveness.
- Partner with PTSFA Subject Matter Experts and teams regarding Livermore Training Records and Information Network (LTRAIN), professional development, and career growth options/opportunities, while autonomously leading assessment activities.
- Execute a systematic approach to training in the development of DOT courses, including independently conducting gap/job analyses, designing, and developing curricula, and implementing and evaluating its effectiveness.
- Initiate and monitor complex procurement contracts. Develop and maintain relationships serving as a point of contact for external consultants/vendors who provide institutional DOT HAZMAT training.
- Maintain the DOT training portion of the PTSFA website and develop internal materials and communication plans to be distributed/advertised across the institution promoting course details, participation, and requirements.
- Independently review course evaluations for trends and benchmarking. Conduct post-program/course employee surveys and provide feedback to internal and external instructors to ensure quality and relevance of directorate managed training.
- Perform other duties as assigned.
Additional job responsibilities, at the H04.4 level
- Develop, oversee, communicate, and implement training options to ensure PTSFA needs are met in a cost-effective manner, including soliciting and negotiating external proposals, and making appropriate vendor selections that align with institutional strategies.
- Define and manage complex learning scenarios and communication processes, interfacing with all levels of management and directorate contacts implementing technical DOT HAZMAT employee training and related courses.
- Ensure that PTSFA training aligns with the DOT training regulations; research, evaluate and recommend new courses, develop, and provide learning paths for Laboratory staff to include the evaluation, facilitation, and delivery of course material.
- Serve as a knowledge leader, mentor, and a technical lead for the administrative staff who are assigned as division training program administrators, to analyze, report, and summarize institutional training records as they relate to the DOT HAZMAT workforce.
- Represent the functional area as a training manager, developer, and training database expert while compiling written and statistical reports regarding the status of employee training while representing PTSFA on internal committees, governance and working groups.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Training and Development, Organizational Development, Instructional Technology, DOT Hazardous Materials Management or related field; or equivalent combination of education and related experience.
- Advanced knowledge of local, state and federal regulations such as the DOE, DOT, Federal Motor Carrier Safety Administration (FMCSA), International Air Transport Association (IATA) or the Resource Conservation and Recovery Act (RCRA) and other consensus standards.
- Advanced knowledge and experience evaluating training needs, and designing, developing, and systematically implementing training solutions.
- Understanding of DOT HAZMAT worker qualifications, and DOT HAZMAT certification programs.
- Experience using various computer software applications and multimedia tools for training and development with an emphasis in online training.
- Ability to organize and manage multiple training initiatives simultaneously, working effectively with limited supervision in an environment with changing deadlines, instructions, priorities, and frequent interruptions.
- Advanced written and verbal communication, and collaboration skills, necessary to effectively present, and advise internal customers and/or external sponsors.
Additional qualifications at the H04.4 level
- Advanced knowledge of local, state, and federal hazardous materials packaging, transportation and motor carrier regulations and other consensus standards.
- Significant knowledge and experience applying training and organizational development theories, techniques, policies, procedures, practices, and systems.
- Advanced project management training, with experience in LLNL competent worker programs that may include employee qualifications, retraining, refresh, and retake course determination schedules.
- Significant experience creating processes to improve training and organizational development functions.
Qualifications We Desire
- DOT HAZMAT certification, IATA certification and FMCSA Motor Carrier certification with experience shipping hazardous materials including radioactive and/or explosive materials.
- Commercial Driver’s License with Hazardous Materials endorsement.
- Preferred DOT HAZMAT employee fluent in the DOT training requirements, and/or related experience working in a role assessing needs, instructional design, training, organizational development, and implementing programs in multiple areas.
- Understanding of both LTRAIN and the Work Planning and Control Work Control Document system.

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.
