Lockheed Martin’s 350,000-square-foot Archbald facility is a full-service Missiles and Fire Control (MFC) mission area that provides design, manufacturing, engineering, and field service and support to its domestic and international customers. In addition to being the home for the Precision Guided Systems and Navy Electronic Systems (PGNES) product lines, more than 500 Archbald employees manufacture assemblies for many other Lockheed Martin products.PGNES falls under the Close Combat Systems (CCS) segment within the Tactical Missiles (TSM) line of business of MFC. The PGS mission area designs and manufactures air-to-ground weapon and training systems for the U.S. Navy, U.S. Air Force and international customers. PGS products include the Paveway™ II Plus Laser Guided Bomb (LGB) kits and Enhanced Laser Guided Training Rounds (ELGTR). The Navy Electronic Systems mission area has provided safety-critical nuclear instrumentation and controls (I&C) systems for naval submarines and aircraft carriers for over 60 years. Its systems operate aboard all U.S. Navy nuclear submarines and aircraft carriers deployed worldwide.
Job duties for this positions will include:
- Ensuring assigned program(s)meet cost, schedule and technical performance goals while meeting customer expectations and contractual requirements
- Serving as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule and technical performance
- Establishing strategic objectives for assigned program(s) including cost reduction and continuous improvement initiatives
- Initiating and managing proposal activities including proposal work statements, operating budgets and financial terms/conditions of contract
- Participating in the negotiation of contracts and contract changes
- Developing or expanding business opportunities for the product line with existing or new customers
- Establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions
- Identifying and capturing new development opportunities and supporting expansion of existing programs
- Working with lead Program Manager(s) to establish annual objectives and budgets for New Business Acquisition Expenditures (NBAE)
- Working in close cooperation with all functional teams including Business Development, Production Operations, Contracts, Global Supply Chain, Finance and Business Management to ensure program success
- Reporting accurate and timely program metrics, controlling operating costs and ensuring effective use of program funds
The selected candidate must be willing and able to travel both domestically and internationally.

The Locale: Archbald is located in Northeastern Pennsylvania and is part of Lackawanna County at the northern side of the Blue Ridge Mountain range. The entire region is about 100 miles from both New York City and Philadelphia. The Northeastern PA region offers an excellent cost of living and is a great place to live. Nearby communities include Dunmore, Scranton, and Wilkes-Barre. Archbald is a suburb of Scranton, PA. If you can't find what you are looking for in Archbald, you'll likely find it in Scranton. The city of Scranton hosts five colleges and universities: Lackawanna College, Marywood University, The University of Scranton, Johnson College, and The Commonwealth Medical College and one technical school, Fortis Institute. The Pocono Mountains and Lake Wallenpaupack are nearby.
Basic Qualifications:
- Bachelor’s degree in a business or technical discipline and at least 5 years of related experience.
- Experience leading cross-functional teams to execute common projects on schedule and within budget while innovatively solving problems
- Ability to multi-task and coordinate / manage multiple contracts/projects simultaneously
- Knowledge of project and program management methodology and techniques
- Knowledge on budgeting, earned value management, risk management, and resource allocation
- Strong written and verbal communications skills with track record of presenting successfully to internal and external customers
- Demonstrated self-starter who can take initiative and work independently
- Proficiency with Microsoft Office
- Ability to obtain a Secret clearance so must be a US Citizen
Desired Skills:
- Technical knowledge or experience with direct attack weapons, LM Precision Guided Systems products, capabilities and their operational use
- Technical knowledge or experience with instrumental & control systems
- Experience with US DoD, USAF, USN acquisition processes
- Experience as a Project lead, CAM, PI, or subcontract manager leading a project start to finish within a defined cost and schedule
- Demonstrated capture expertise – LMMFC Capture Certification
- Demonstrated experience in proposal management
- Advanced degree in business or technical discipline with at least 5 years of related experience
- Experience in manufacturing, supply chain management, and/or product engineering
- Active Secret clearance
