The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Planning and Preliminary Engineering (OPPE) Regional and Intermodal Planning Division is recruiting for a Regional Planner (Administrator III) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment . Nature of work: The Regional Planner (RP) will serve as MDOT SHA’s liaison to a specific region’s local government, governmental agencies, businesses, civic and community organizations, elected officials, and the general public. The primary purpose of this position is to communicate information to and from stakeholders about MDOT SHA’s projects through project prioritization, programming, planning, design, right-of-way acquisition, construction, operation, and maintenance. This position will serve as a primary MDOT SHA point of contact for local governments as they seek funding and implementation assistance from MDOT SHA for their transportation priorities, programs, and projects. The Regional Planner will supervise one to two Assistant Regional Planners (ARP) and will be responsible for their on-the-job training, assigning of duties and review of work.

Minimum Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Five (5) years of experience in administrative or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Selective Qualification: Two and one-half (2.5) years of the required experience must have involved experience in transportation planning.
A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Notes:
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
Preferred Qualifications:
The ideal candidate will possess the following:
- Knowledge of MDOT’s Consolidated Transportation Program, the annual consultation meeting “Tour,” and MDOT SHA’s Capital Program development processes
- Knowledge of applicable federal, state metropolitan and statewide planning laws, regulations, processes, and procedures
- Ability to communicate effectively verbally and in writing
