Purpose
This role is part of the IDSO Field Telecommunication Organization in ET&P Connectivity Portfolio. The mission of Field Telecommunications is to manage realignment and simplification of governance, process, people and technologies associated with Field Telecommunications and ensure that projects delivered by our suppliers conform to Shell standards and guidelines.
The Field telecom Design Engineer is expected to be a Subject-Matter Expert (SME) covering the application of telecommunications technology deployed across the Shell Group. This includes both onshore and offshore facilities and the SME will also provide project design assurance and support for Capital Projects and IT Project / Program domains.
This role will focus on the update and creation of the telecoms guideline and design documentation which are in need of updating to reflect technology and any changes in regulations/ legislation such as frequencies, permits etc. globally. The documentation updates also need to reflect the changes in the company's organization and how services are provided.
The purpose of the Field Telecoms Design Engineer is [either as an individually or leader of a team] to manage the end-to-end technical delivery of the telecommunications systems required as part of Company Capital Projects. This can include both Construction Telecoms (Temporary telecom used during the project phase) and the Permanent Telecoms facilities which are part of the built facility for use in the OPERATE phase
The team’s key Accountabilities are:
Perform network and telecom design assurance on projects
Technical Authority for networking and field telecoms provisioning projects
Assurance during the transition to operating during the execution phase of a project in support of the target operating environment.
Develop knowledge management on Field Telecoms in Shell including building a Community of Field Telecom Practitioners.
Accountabilities:
For the services in scope:
Review and approve detailed designs for network and telecom system produced by the telecoms contractor
Deliver and execute the Discipline Controls and Assurance Framework (DCAF) for Telecoms as a Technical Authority (TA) throughout the project phases with assurance of supplier plan and solution designs on robustness of solution from a design, operability and maintainability perspective
Setup and coordinate execution interfaces between various disciplines and or contractors (most importantly between the specialist telecom execution contractor(s), Shell ISP contractors, the Main Automation Contractor, FEED / EPC / EPCM contractors) and manage delivery of the Temporary and Permanent Telecoms scope
Specify the communication network required for transfer of process data to the office network and public domain taking into consideration alternatives like satellite communication, fibre optic, local communication network systems or dedicated radio communication system
Deliver and execute the project control documentation for networking and field telecoms with assurance of the supplier plan and solution designs from an operability, affordability and maintainability perspective
Review and approve detailed designs for network and (field) telecom projects
Document the architecture via network and communication systems drawings
Integrate engineering standards and practices into the design and contribute to the development and/or revision of standards and practices
Specify Acceptance Test and Acceptance Criteria to ensure supplier deliverables are in line with business requirements
Witness Factory Acceptance Tests (FAT) System Acceptance Tests (SAT) and Commissioning Acceptance Tests (CAT) to ensure equipment is in conformance with requirements
Engage with operate teams to ensure handover ownership is defined at early phase of projects and ensure designs are supportable by the operate team
Contribute to the annual performance goals and personal development plan cycle
Special Challenges
Manage complex interface structures across organizational and geographic boundaries.
Ability to collaborate with project teams, telecom contractors / service providers (ISP), the Major Execution Contractors (FEED, EPC, EPCM, TSI etc.) and other contractors
Qualifications
Technical MANDATORY:
Typical Years of Experience: 8- 10 - leading and executing Telecoms project delivery, Telecoms operations, or IT consultancy assignments to design, develop and deliver viable network and telecom solutions, preferably in Oil and Gas or similar industry with offshore experience preferred..
A high degree of technical network knowledge on traditional (IP) networks and systems as well as telecom solutions such as Satellite, Optical/Radio links, Wireless Canopy, Mobile Radio (DMR/Tetra), Microwave, Fiber Optics, Marine and Aeronautical Radio, Sub-marine Fiber and Access Security/CCTV
Minimum Education or Certification: Bachelor degree in Electrical Engineering, Computer Science, Telecommunications or equivalent work experience
Skills MANDATORY:
Excellent communication skills, oral and written
Creation of technical documentation Ability to translate technical requirements and specifications into easily understood business concepts and vice versa
Telecoms Industry knowledge with extensive experience in Networks and Telecommunications, Testing and Commissioning
Experience of design and support of telecommunications systems deployed onshore and offshore
Knowledge of environmental and electrical safety in hazardous (IEC EX) that impact design of telecoms systems used in process plants; Upstream / Downstream IT infrastructure and telecom solutions e.g. Process Control/SCADA, Safety Critical Elements
Knowledge of telecommunication technology deployed outside the office environment – fibre optic networks, wireless, mobile radio, VSAT
Excellent communication skills, oral and written
Proven experience in stakeholder and relationship management including external vendors
IP addressing and subletting and routing concepts
Proven Stakeholder management and Communication skills.
