GENERAL DESCRIPTION

Performs complex (journey-level) professional administrative and policy analysis work. Work involves the review and analysis of agency goals, programs, and policies to assist management in implementing agency strategic initiatives, including: project management and effective monitoring of completion deadlines; coordinating between divisions to advance strategic planning; reviewing operations, practices, and policy/procedures manuals to assist management in operating more efficiently and effectively; monitoring compliance with intended improvements to agency functions. May plan, assign, and/or supervise the work of others.

Works under general supervision with moderate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek.

ESSENTIAL FUNCTIONS

Serves as the primary point of contact for strategic action plans with guidance from executive management; monitor efficiency of goals, timelines, and effectiveness of implementation. Identify timelines to achieve strategic advancements (15%)

Develops new or modifies existing administrative program policies, procedures, goals, and objectives with guidance from executive management. (15%)

Identifies gaps in implementation of enterprise-level initiatives and recommends improvements. Develops sound action plans to improve existing programs and start new initiatives. (15%)

Reviews and evaluates recommendations for improvement and corrective action to standardize or improve organizational systems. (10%)

Provides guidance to team members in the development and integration of new methods and procedures and oversees the implementation of changes to agency functions. (10%)

Prepares or edits management and operational reports, including special projects and non-routine reports; provides relevant information to executive management regarding program activities. (10%)

Facilitates meetings with subject matter experts and stakeholders as needed to discuss proposed changes to agency operations, rules, policies, procedures, and forms; prepares for and actively participates in such meetings; (5%)

Recommends improvements for efficiency and effectiveness of agency functions; considers ideas and points of view from other staff members. (5%)

Coordinates the materials used in the presentation of proposed rules to the TJJD Board; may provide oral, broadcast presentation to the TJJD board. (5%)

May plan, assign, and/or supervise the work of others. (5%)

Reports any presence or perception of racial, ethnic, and gender disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures:

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.


Qualifications


MINIMUM QUALIFICATIONS

Bachelor’s degree in business or public administration, political science, law, or a related field. Two (2) years of full-time wage-earning experience in positions in policy or legislative analysis/development, planning, research, or statistical analysis.

Preferred:

  • Paid experience working directly in a government agency or legislative office environment.

Experience and Education Substitutions:

  • One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
  • Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
  • Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
  • Pro-rated part-time experience may satisfy the experience requirement.

Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution.
