Why does the job exist?
This position is responsible for the development and implementation of contracts/purchases to meet the needs of the agency. Ensure contracting activities for the agency are accomplished effectively, efficiently, economically and in compliance with the NM Procurement Code, General Services Department regulations, Department of Finance and Administration regulations, National Guard Bureau policies and procedures and all applicable Federal rules and regulations. Included in the process is the development of Military construction procurements, Request for Proposals, Invitation to Bid documents and Professional Services Contracts, sole source procurements, and one time GSA purchase requests through State Purchasing Division.
How does it get done?
Issue purchase orders in support of the agency, process Invitations to Bid, Request for Proposals, and Professional Service Contracts. Conduct public pre-proposal and pre-bid conferences for the projects that are advertised for bid. Run the monthly open purchase order reports, and close out purchase orders. Conduct research for military construction projects and all other procurements that are not part of the normal procurement process.
Who are the customers?
The customers are the New Mexico National Guard soldiers and airmen and the different appendices that support the New Mexico National Guard and the citizens of the state of New Mexico.
Ideal Candidate
1. Extensive experience in processing professional service contracts, agreements, Memorandums of Understanding or Memorandums of Agreements.
2. Experience in processing Invitation to Bid and Request for Proposal procurements.
3. Procurement Officer certified or must acquire CPO certification within 6 months to a year after hire date.
4. Have experience with SHARE Financials and running reports.
5. Strong knowledge of the NM Procurement Code, MS Office and Excel.
6. Must possess strong multi-tasking skills and good communication skills.
Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.

Employment Requirements
Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
